Tests for equality of two polynomials. Two polynomials are equal
if their coefficient vector have the same dimensions and all values
are equal.

Return Value
BooleanTrue if the coefficient vectors of the polynomial are of the same
dimension and contain the same values, or if both vectors are
null;
otherwise,
false.
Remarks The comparison of the values is done using operator== for
doubles. Therefore, the values of the coefficient vectors must be exactly equal for
this method to return true.
