Parameters

A DoubleSymBandMatrix: A symmetric banded matrix.
a Double: A scalar.

Return Value

DoubleSymBandMatrix
A symmetric banded matrix, B, with the same half bandwidth as A, and B[i,j] = A[i,j] - a whenever j - i is less than or equal to the half bandwidth of A, or i - j is less than or equal to the half bandwidth of A.
