Tests for equality of two banded matrices. Two matrices are equal if they
have the same dimensions, upper and lower bandwidths, and all values are equal.

Return Value
False if the matrices have the different dimensions, different upper bandwidths, different lower bandwidths, or have different values.
Remarks
The comparison of the values is done using operator== for
FloatComplex types. Therefore, the values of the matrices must be exactly equal for
this method to return false.
