Tests for equality of two banded matrices. Two matrices are equal if they
have the same dimensions, upper and lower bandwidths, and all values are equal.

Remarks
The comparison of the values is done using operator== for
floats. Therefore, the values of the matrices must be exactly equal for
this method to return true.
